Programs can be scoped for in-person, virtual, or hybrid delivery, with agency-specific scenarios and a defined handoff to internal teams.

Value for agencies & prime contractors

Public-sector insight.
Mission-focused delivery.

Catalyst 90 Contracting brings a practical understanding of military, federal civilian, healthcare, and higher education environments to workforce development. Founder Marciel Whitehurst’s individual professional roles have included training administration, public health compliance, leadership advising, and federal workforce education. That experience informs an approach grounded in clear expectations, accountable leadership, careful documentation, and coordination across teams—priorities that matter when agencies need learning to support day-to-day mission performance.

For agencies, we connect needs assessment, curriculum development, and facilitated practice to the challenges supervisors and teams face: communicating expectations, navigating conflict, preserving institutional knowledge, and leading through workforce change. Our C.A.R.E. framework pairs compassion, active listening, respect, and empathy with clarity, accountability, responsiveness, and execution. Engagements center on relevant workplace scenarios, reusable tools, and agreed behavior measures so internal leaders can reinforce the learning and sustain capability after delivery.

For prime contractors, Catalyst 90 offers focused support for training design, facilitation, leadership development, and knowledge-transfer work within a larger program. We can scope a defined workstream around the statement of work, delivery schedule, reporting needs, and acceptance criteria, with in-person, virtual, or hybrid delivery. The emphasis is on clear responsibilities, responsive coordination, and practical deliverables that agency teams can use—helping prime partners address the human side of mission execution and organizational change.
